WILMINGTON, MA — The Wilmington Board of Selectmen will interview the finalists in the town’s search for its Finance Director/Town Accountant on Tuesday, April 16, 2019 at 7pm at Town Hall.The two finalists are Hayley S. Green, CPA — who currently serves as the Town Accountant/Assistant Finance Director for the Town of Andover — and Bryan Perry, CPA — who currently serves as the City Auditor for Lowell.Green will interview at 7pm. Perry will interview at 8:15pm. Each interview is scheduled to last an hour. These interviews will be open to the public.As described in a memo written by Town Accountant Mike Morris and provided to the Selectmen on Monday night, the town received 10 applicants for the job opening.The screening committee — which consisted of the soon-to-be-retiring Town Account Mike Morris, Town Manager Jeff Hull, Assistant Town Manager Kerry Colburn-Dion, and Selectman Jonathan Eaton — interviewed three applicants and decided to bring forth two finalists — Green and Perry — for the Selectmen to interview.Town Accountant Mike Morris, who has served the town for more than 30 years, has announced his intention to retire in early July.Selectmen took the opportunity to tweak the town’s financial management structure, turning the Town Accountant position into a Finance Director/Town Accountant position.The new position is responsible to the Town Manager and Board of Selectmen, serves as Town Accountant and Chief Financial Officer, and oversees the Town’s financial activities which include accounting, assessing, collections, treasury, financial systems and purchasing. State-owned China National Chemical Corp (ChemChina) has announced plans to acquire Italian tyre manufacturer Pirelli, as cash-rich Chinese companies press ahead with their overseas-buying spree to diversify operations.As per the plan, a unit of ChemChina will initially pay about €1.8bn (£, $1.9bn) to buy a 26% controlling stake in Pirelli owned by Camfin, which is controlled by the family of Pirelli chairman Marco Tronchetti Provera.Subsequently, the company would make an offer to buy the remaining shares at about €15 a share. The deal values Pirelli, one of the symbols of Italys manufacturing industry, at around $7.7bn.Beijing-based Chemchina is one of Chinas industrial majors, with notable presence in businesses such as petrochemicals, oil processing, agricultural chemicals, rubber products and chemical equipment.Pursuant to the agreement, the operation and management team of Pirelli will be kept stable, and new business growth strategy will be defined. The transaction is subject to approvals by the competent Chinese and foreign governmental authorities, ChemChina said in a statement.With a history of more than 140 years, Pirelli is currently the fifth largest global tyre manufacturer, generating annual revenues of more than €6bn from 160 countries. Idea Cellular’s deal with Videocon to buy 4G spectrum is likely to be “restructured” as the telecom operator may be liable to pay Rs 496 crore in taxes if the deal doesn’t get completed before June 1 this year.In its budget presented this week, the government proposed to levy service tax on spectrum trading deals starting June.”The additional service tax would logically get subsumed within Idea’s overall costs in the context of the spectrum-trading transaction with Videocon, but there is a possibility that both companies may have to restructure the deal if it does not close before June 1,” a person familiar with the matter, told The Economic Times.In November last year, Idea Cellular had agreed to buy spectrum for two circles â€” Gujarat and Uttar Pradesh (West) â€” from Videocon for Rs 3,310 crore, which was double the amount paid to acquire spectrum for those circles in the March 2015 auction.Idea, India’s third-largest telecom carrier, had said it would use spectrum bought from Videocon to roll out 4G LTE services in the two circles.”The only way Idea can skirt the additional service tax levy is by closing the spectrum trading deal with Videocon by May 31 latest, since the new rule will be effective June 1,” tax expert Dinesh Kanabar, CEO of Dhruva Advisors, told the daily.However, the new service tax may not impact the spectrum sharing deals made by Reliance Jio and Reliance Comminucations (RCom). “The provisions are not retrospective and their deal is already done with relevant payments made by Jio,” said experts.[1 lakh = 100,000 | 1 crore = 10 million | 100 crore = 1 billion]
